The National Alliance to End Homelessness featured Rapid Re-housing projects at their 2008 National Conference on Ending Family Homelessness. Information about the structure of successful rapid re-housing programs, as well as which stakeholders need to be involved in the process, was presented at the conference.

Understanding and implementing this new initiative as the McKinney-Vento application process begins. Congress has appropriated $25 million for demonstration Rapid Re-Housing projects across the country that will be attached to the FY2008 Continuum of Care application. The Department of Housing and Urban Development (HUD) is seeking to examine the effectiveness of Rapid Re-housing programs in reducing family homelessness in a variety of communities.
Through the new on-line Continuum of Care registration process with E-snaps, Continuums will be able to view the maximum amount of funding available for use in Rapid Re-housing projects. Preliminary estimates show a maximum of $7,949,990 will be available for rapid re-housing projects in the state of New Jersey. This amount equals 30% of the states Continuum of Care funding.

Taiisa Telesford Kelly joined Monarch Housing Associates in March 2006. She has experience in housing development working with federal, state and local funding sources to secure financing for special needs housing projects. In October of 2007 Taiisa joined the Ending Homelessness Team where she works with local governments, non profits and community stakeholders to develop coordinated strategies to end homelessness. Mrs. Kelly has extensive experience in working with community stakeholders on homeless planning activities. As a member of the Ending Homelessness Team Mrs. Kelly guides communities through the process of developing 10 year plans to end homelessness and has completed 3 community plans in the past 2 years. Working collaboratively with counties and service providers, Mrs. Kelly helps to bring best practices and program models such as housing first, rapid re-housing, and single point of entry systems to communities as they work to restructure systems and bring an end to homelessness. Veronica, it’s all bait and switch. Before you know it, you will be labeled mentally ill & alcoholic/addict, forced to convert to the 12-Step Religion, thrown in a nasty jammed-packed shelter with mats on the floor, fed rotten food bank bean slury (while they take all your food stamps benefits), attend mandatory group therapy nonsense, and after lingering in the shelter for years told you do not qualify for any housing and it’s back to the streets.

Hello I want to know how do the program really work? Do I have to be in a shelter before actually entering the program? If so I stay at the Hope House and my case manager told me that I had to wait until next year sometime. All I was wanting to know is, could I get an application with my case manager?
