The HUD-VASH program for 2008 is underway. HUD waived the requirements for a NOFA to allocate the vouchers. In New Jersey a total of seventy will be available. Thirty-five each were assigned to the East Orange and Lyons VA Medical Centers. Because the VA Medical Center’s coverage areas often extend beyond the metropolitan areas in which they are located, it is possible that some of the one hundred and five assigned to Philadelphia VA Medical Center may assist homeless veterans in southern New Jersey.
The proposed FY 2009 Budget seeks to double the amount of funding announced today to provide an additional $75 million to support the housing and service needs of an additional 10,000 homeless veterans across America.

The following are highlights from the CSH report.
On May 8, 2008 the Department of Housing and Urban Development and representatives from the Department of Veterans’ Affairs conducted a webcast to present information about implementation of the HUD-VASH program. An archive of the webcast can be viewed by clicking here. HUD also announced that it would be creating a webpage off of its Housing Choice Voucher page (located within Public and Indian Housing) that will post information, including a Frequently Asked Questions list. In addition, on May 6, 2008 HUD published its official guidance for HUD-VASH implementation in the Federal Register, which is available by clicking here.
The Fiscal Year 2008 Consolidated Appropriations Act allocated $75 million for HUD-VASH vouchers that will serve an estimated 10,000 veterans. HUD and VA have allocated these vouchers based on several factors, including the number of homeless veterans needing services and the VA case management resources available. A total of 132 local VA Medical Centers will be working in this effort and this will represent at least one site in each of the 50 states. HUD identified eligible PHAs in areas with participating VAMCs and reached out to these sites to offer invitations to participate. Therefore there will not be a NOFA process.
