Frank Melville Supportive Housing Investment Act Approved

On September 17, 2008, the House passed on a voice vote the Frank Melville Supportive Housing Investment Act of 2008. The bill, H.R. 5772, which is cosponsored by New Jersey Congress members Pallone, Rothman and Sires, was placed on the suspension calendar and passed by voice vote. H.R. 5772 would authorize a new Section 811 Project Rental Assistance Contract Demonstration program that would leverage new set-asides of supportive housing units in Low Income Housing Tax Credit properties; reform the existing Section 811 program to better leverage other capital funding and reduce barriers to “mixed-finance” Section 811 projects; streamline Section 811 processing requirements and remove regulatory barriers; and shift fiscal responsibility for the Section 811-funded Mainstream Housing Choice Voucher program to the Section 8 budget.
The bill now awaits action in the Senate.
