Menendez introduces Senate version of 811 reform bill

Identical to House approved version

Reform bill will make major improvements to Section 811

Senator Robert Menendez introduced the Frank Melville Supportive Housing Investment Act of 2008 to reform the Section 811 housing program. This legislation, which is identical to the House Committee-passed version (HR 5772), will make significant changes and improvements to the Section 811 Supportive Housing for Persons with Disabilities program. The bill will be co-sponsored by Senator Charles Schumer of NY.

The legislation introduced by Senator Menendez would authorize a new Section 811 Project Rental Assistance Contract Demonstration program that would leverage new set-asides of supportive housing units in Low Income Housing Tax Credit properties; reform the existing Section 811 program to better leverage other capital funding and reduce barriers to “mixed-finance” Section 811 projects; streamline Section 811 processing requirements and remove regulatory barriers; and shift fiscal responsibility for the Section 811-funded Mainstream Housing Choice Voucher program to the Section 8 budget.
