House Focuses on Homeless Children

February 7th Review of H.R. 32, the
Homeless Children and Youth Act
The House Financial Services Subcommittee on Insurance, Housing and Community Opportunity is expected to hold a February 7, 2012 that will include Chair Judy Biggert’s (R-IL) H.R. 32, the Homeless Children and Youth Act.
As Background, H.R. 32, was introduced on January 5, 2011. Representative Judy Biggert (R-IL), chair of the House Financial Services Subcommittee on Insurance, Housing and Community Opportunity, introduced the bill to expand the definition of “homelessness.” It amends the definition under the McKinney-Vento Homeless Assistance Act to include children and youth who have been verified as homeless. Ms. Biggert introduced an identical bill in 2009, but it did not pass.
In 2009, McKinney-Vento Act homeless assistance programs were reauthorized and the definition of homelessness was expanded through the HEARTH Act.

Managing the statewide effort to end long-term homelessness, Kate effectively implemented statewide advocacy campaigns to fund over 700 new supportive housing units for individuals and families. She has experience directing fundraising events and presenting federal and state conferences. At the Partnership, she educated state and federal legislators and staff about supportive housing homelessness issues and advocated for new funding sources. She has also developed public forums that led to formal policy recommendations and educated local constituencies such as policymakers, legislators and funders.
