Medicaid Center Releases Informational Bulletin
The Centers for Medicaid and CHIP Services (CMCS) has released an Informational Bulletin providing a description of recent actions by the U.S. Dept. of Housing and Urban Development (HUD), policies and resources that are available as States develop strategies to balance their long-term services and supports systems.
The Centers for Medicare & Medicaid Services (CMS) partner with States to use Medicaid funding and services to develop comprehensive long-term services and supports systems that are compliant with the Americans with Disabilities Act (ADA) and the 1999 Olmstead vs L.C. U.S. Supreme Court decision (Olmstead.) The Olmstead decision requires States to administer programs in the most integrated setting appropriate to the needs of qualified individuals with disabilities.
CMS recognizes HUD’s critical role in providing the housing support individuals need to help them remain in the community. The U.S. Department of Health and Human Services (HHS) and HUD have been working together to forge a strong collaboration in support of achieving the promise of the Olmstead decision.

Kate Kelly joined Monarch Housing Associates in March of 2011. Prior to that, she worked for seven years at the Partnership for Strong Communities in Hartford, Connecticut as the Reaching Home Campaign Manager. Managing the statewide effort to end long-term homelessness, Kate effectively implemented statewide advocacy campaigns to fund over 700 new supportive housing units for individuals and families. She has experience directing fundraising events and presenting federal and state conferences. At the Partnership, she educated state and federal legislators and staff about supportive housing homelessness issues and advocated for new funding sources. She has also developed public forums that led to formal policy recommendations and educated local constituencies such as policymakers, legislators and funders.
