To Target Ten Priority Communities
The U.S. Dept. of Housing and Urban Development (HUD) and the United States Interagency Council on Homelessness (USICH) have launched a new initiative, “Dedicating Opportunities to End Homelessness.”
The initiative focuses on 10 HUD-identified priority communities:
- Atlanta,
- Chicago,
- Fresno,
- Houston,
- Los Angeles,
- New Orleans,
- Philadelphia,
- Phoenix,
- Seattle and
- Tampa.
It intends to help them “align and supplement existing plans that address homelessness.” In addition, the target communities use a new “Strategic Planning Guide,” an analytic tool to help estimate housing needs associated with meeting the goals established in Opening Doors, the federal strategic plan to prevent and end homelessness.
HUD and USICH emphasize that local plans will be community-driven and engage a broad array of community leaders involved in local efforts to prevent and end homelessness. They anticipate implementing the initiative quickly, and expect that local stakeholder meetings will occur in the priority communities within the next month.

Kate Kelly joined Monarch Housing Associates in March of 2011. Prior to that, she worked for seven years at the Partnership for Strong Communities in Hartford, Connecticut as the Reaching Home Campaign Manager. Managing the statewide effort to end long-term homelessness, Kate effectively implemented statewide advocacy campaigns to fund over 700 new supportive housing units for individuals and families. She has experience directing fundraising events and presenting federal and state conferences. At the Partnership, she educated state and federal legislators and staff about supportive housing homelessness issues and advocated for new funding sources. She has also developed public forums that led to formal policy recommendations and educated local constituencies such as policymakers, legislators and funders.
