On March 13, 2008, Phil Mangano of the Interagency Council on Homelessness visited Gloucester County. He spoke to more than seventy-five people at an event at the Gloucester County Library in Mullica Hill about the importance of developing a Ten Year Plan to End Homelessness. He stressed developing a business oriented plan with quantifiable results. The event was hosted by the United Way of Gloucester County as well as the County CEAS and HSAC committees. Freeholder Warren Wallace introduced Mr. Mangano. Mr. Mangano noted the success of other communities in developing plans and achieving declines in homelessness. He committed to returning to Gloucester County not only when the plan is completed but also when homelessness is ended.
