
HUD has opened the E-snaps system for project applicants so that they can access Exhibit 2. As this year the application is all electronic it is important to do this as soon as possible. Two steps are required. One is to “Create a Profile” and the second is to complete the SF-424.
Please note that the SF-424 requires you to upload certain signed forms including the Certification of Consistency with Consolidated Plan. Although this form may not be immediately available it does not mean that you cannot complete the SF-424 and gain access to Exhibit 2. We have consulted with the E-snaps help desk. These documents do not need to be uploaded now. However, they will need to be uploaded prior to submitting the application. This is crucial as it is imperative that everyone initiate the process of preparing Exhibit 2 as soon as possible. For more information see click here for the E-snaps FAQ.
The first step to completing the SF-424 is gaining initial access to the e-snaps system. Click here to access E-snaps. This will take you to the e-snaps Welcome screen.
The applicant must then create a profile to establish him/herself as a user in e-snaps. To do this, select “Create Profile” from the left menu bar. After selecting “Create Profile,” the User Profile screen will appear. Here, you are establishing yourself as the applicant. As denoted by the asterisks, all of the fields on this screen are mandatory.
Once you have completed all of the fields, select the “Save” button at the bottom of the screen. The information you entered will now be stored in e-snaps and will be available to you if you need to leave the system and return at a later point to complete the SF-424 and Exhibit 2. From now on, you can access the system by entering the username and password you just created on the e-snaps welcome screen.
After completing the user profile, you are now an applicant with access to the SF-424 form. An applicant who has set up a user profile will then be able to add and delete additional users for the completion of Exhibit 2.
