HUD Confirms CoC Submission Date

September 26, 2008, 4 PM EDT!

Federal Register lists technical corrections!

On August 13, 2008, published in the Federal Register a notice that “establishes the deadline date for the submission of applications and corrects or clarifies portions of the CoC NOFA published on July 10, 2008.”

The application deadline date for the CoC NOFA is September 26, 2008. Electronic applications must be received by e-snaps by 4 p.m. eastern time on the deadline date. will close e-snaps at 4:01 p.m. eastern time. Similarly, paper applications from applicants granted a waiver from the electronic application submission requirement must be received by by 4 p.m. eastern standard time on the deadline date.

CoC Project Applicants registration guide is available

E-snaps

has opened the E-snaps system for project applicants so that they can access Exhibit 2. As this year the application is all electronic it is important to do this as soon as possible. Two steps are required. One is to “Create a Profile” and the second is to complete the SF-424.

Please note that the SF-424 requires you to upload certain signed forms including the Certification of Consistency with Consolidated Plan. Although this form may not be immediately available it does not mean that you cannot complete the SF-424 and gain access to Exhibit 2. We have consulted with the E-snaps help desk. These documents do not need to be uploaded now. However, they will need to be uploaded prior to submitting the application. This is crucial as it is imperative that everyone initiate the process of preparing Exhibit 2 as soon as possible. For more information see click here for the E-snaps FAQ.

The first step to completing the SF-424 is gaining initial access to the e-snaps system. Click here to access E-snaps. This will take you to the e-snaps Welcome screen.

The applicant must then create a profile to establish him/herself as a user in e-snaps. To do this, select “Create Profile” from the left menu bar. After selecting “Create Profile,” the User Profile screen will appear. Here, you are establishing yourself as the applicant. As denoted by the asterisks, all of the fields on this screen are mandatory.

Once you have completed all of the fields, select the “Save” button at the bottom of the screen. The information you entered will now be stored in e-snaps and will be available to you if you need to leave the system and return at a later point to complete the SF-424 and Exhibit 2. From now on, you can access the system by entering the username and password you just created on the e-snaps welcome screen.

After completing the user profile, you are now an applicant with access to the SF-424 form. An applicant who has set up a user profile will then be able to add and delete additional users for the completion of Exhibit 2. The next step is to establish your organization as an applicant. Note that, here, you are establishing your organization as an applicant for funds who will be completing an SF-424 and Exhibit 2(s). Click here for a step by step guide.

Slides from the webcast and E-snaps training explain the 2008 CoC

Deadline no earlier than September 26th!

Date could change based on an announcement in the Federal Register next week!

On July 24, 2008, held a webcast that included information on the 2008 CoC NOFA and explained how to use the new e-snaps system to submit an application. Programs covered by the NOFA are the Supportive Housing Program, Shelter Plus Care, and the Section 8 Moderate Rehabilitation for Single Room Occupancy program. This webcast also included information on Rapid Re-housing.

The CoC application is now on Esnaps

Important Announcement regarding the 2008 CoC Homeless Assistance Competition!

E-snaps

The U.S. Department of Housing and Urban Development, Office of Special Needs Assistance Programs (SNAPS) announces the availability of the electronic application for the (CoC) competition. The application for 2008 is available only through e-snaps, a new online system.

strongly encourages CoC representatives (those organizations that complete Exhibit 1 of the application) and project applicants (those organizations that complete Exhibit 2 of the application) to:

1. Review training materials about e-snaps that are available on ’s Homelessness Resource Exchange (HRE), and

2. Watch the NOFA broadcast, which is scheduled for Thursday, July 24 from 11:00 to 2:00 pm EDT. The broadcast will include an overview of the NOFA as well as instruction for e-snaps, and will be archived for viewing no later than 5:00PM on Monday, July 28, 2008.

NOTE:

Project applicants must establish e-snaps user ID and password before accessing the SF-424 and Exhibit 2. Step by step instructions are included in the SF-424 training module located by clicking here. Applicants must complete SF-424 in order to access Exhibit 2.

CoC Leads that established e-snaps user ID and password during the CoC Registration process may access Exhibit 1.

CoC Webcast schedule changes

Due to unforeseen circumstances, the NOFA Webcast has been rescheduled to a new time tomorrow (July 24th). The live webcast will be held from 11:00 a.m.-2:00 p.m. EDT instead of the previously scheduled 2-5 PM EDT.

We apologize to everyone for the very short notice on announcing this change. For those CoC representatives, project applicants and staff who are unable to change their schedules to view the live webcast tomorrow morning, the webcast will be archived at www..gov no later than 5:00 PM Monday, July 28th.
