Homeless Numbers Rising Again April 19, 2007
Philadelphia was supposed to be the city to end chronic homelessness. A few years ago, homeless advocates say the city dramatically cut the number of people sleeping on the streets. Politicians from City Hall to Washington were touting Philadelphia as a beacon for others. Now the number of homeless is climbing again, and no one is sure exactly why. WHYY’s Joel Rose reports.
