On March 1, 2012, the Senate Appropriations Subcommittee on Transportation, Housing and Urban Development and Related Agencies held a hearing on the President’s fiscal year (FY) 2013 Budget Proposal for the Department of Housing and Urban Development (HUD).
HUD Secretary Shaun Donovan was the sole witness at the hearing. The Secretary noted the success of HPRP as the impetus for recommending a 17% increase to the McKinney-Vento Homeless Assistance Grants in FY 2013.
Senators Murray and Collins both mentioned homelessness assistance programs in their statements, noting their support for programs such as the McKinney-Vento Homeless Assistance Grants and the HUD-Veterans Affairs Supportive Housing (HUD-VASH) voucher program.

Congress Holds HHS Budget Hearing on HHS Budget
The House Appropriations Subcommittee on Labor, Health and Human Services (HHS), Education and Related Agencies (Labor-HHS) held a hearing on the President’s FY 2013 Budget Proposal for HHS on March 6, 2012. HHS Secretary Kathleen Sebelius was the sole witness at the hearing. The Senate Appropriations Subcommittee on Labor-HHS held a similar hearing with Secretary Sebelius on Wednesday, March 7, 2012. The Secretary discussed the funding levels proposed by the President and provided justification for those proposed funding levels.

On March 7 2012, the House Financial Services Committee is marking up its Views & Estimates letter, which will go to the Budget Committee when completed. Views & Estimates letters are sent by every authorizing committee and contain an assessment of the programs that committee oversees and any funding needs for the upcoming fiscal year. The Financial Services Committee’s letter includes an assessment of the President’s proposed funding levels for HUD. This year’s letter is critical of the President’s Budget Proposal, but notes that the HEARTH Act has streamlined and consolidated the McKinney-Vento Homeless Assistance Grants.
