HUD Opens Registration for CoC Homeless Funding Competition

Current Funding May Now Be
Reallocated to New Projects

HUDOn April 28, 2015, the U.S. Dept. of Housing and Urban Development released a notice that Continuums of Care (CoC) may now register for the CoC Program Competition.

The registration notice informs CoCs of their policy priorities and what types of projects will be eligible for reallocation. Of note, the notice makes a change regarding eligible uses of reallocated funding for new projects. A CoC may now reallocate existing eligible renewal project funding to create one or more new projects.

“In the FY 2015 CoC Program Competition, CoCs may use the reallocation process to create: new permanent supportive housing projects that serve chronically homeless individuals, including unaccompanied youth, and families; new rapid re-housing projects for homeless individuals, including unaccompanied youth, and families coming directly from the streets or emergency shelter or fleeing domestic violence; new projects for dedicated HMIS; or new Supportive Services Only (SSO) projects for centralized or coordinated assessment systems.”

Other important notes include:

  • CoCs may request up to 3% of the FY 2015 FPRN amount or $1,250,000, whichever is less, for CoC planning costs.
  • There will once again be a Bonus Competition for additional funding.

The Fiscal Year 2015 CoC Program Registration process is open for only 20 days and will close on Monday, May 18, 2015.
