Lynn Bartlett is a Housing and Community Development professional whose 30-year career reflects a deep and genuine commitment to creating homes and changing lives. Before joining Monarch, Lynn served as Executive Director of the Housing Development Corporation of Bergen County and spent 15 years as Executive Director of the Housing Authority of Bergen County — giving her a ground-level understanding of how affordable housing is constructed, financed and sustained – from structuring complex capital stacks and closing financing, to property management, compliance, and long-term affordability controls.
Lynn's experience with 100% affordable housing portfolios spans both rental and homeownership development, with financing expertise that includes HUD Multifamily, HUD 202, Low Income Housing Tax Credits (LIHTC), HOME, CDBG, DDD, NJ Special Needs Housing Trust Fund and project based rental assistance of various subsidies. She is equally at home navigating the intricacies of deal structuring as she is ensuring that properties remain in compliance with long-term affordability requirements. Much of her work has centered on supportive housing for those who need it most — people with
disabilities, special needs populations, and individuals and families moving out of homelessness — driven by a career-long conviction that stable, permanent housing is the foundation everything else is built on.
Beyond the development side of the work, Lynn is a seasoned homeless services professional whose impact is perhaps best measured by this: she was a key member of the team that established Bergen County's Continuum of Care, the collaborative effort that achieved an end to chronic and veteran homelessness in the county — a milestone that very few communities in the nation have reached. Lynn holds a Bachelor of Science from Penn State University and a Master of Arts in Administration from Fairleigh Dickinson University.
