Jeff Olivet is the executive director of the U.S. Interagency Council on Homelessness (USICH). He has worked to prevent and end homelessness for more than 25 years as a street outreach worker, case manager, coalition builder, researcher, and trainer. He is the founder of jo consulting, co-founder of Racial Equity Partners, and from 2010 to 2018, he served as CEO of C4 Innovations. Throughout his career, he has worked extensively in the areas of homelessness and housing, health and behavioral health, HIV, education, and organizational development. Jeff has been principal investigator on multiple research studies funded by private foundations and the National Institutes of Health. Jeff is deeply committed to social justice, racial equity, gender equality, and inclusion for all. He has a bachelor's degree from the University of Alabama and a master's degree from Boston College.

Amanda Misiko Andere, MPA Chief Executive Officer, Funders Together to End Homelessness Amanda Misiko Andere has spent over twenty years working in the nonprofit and public sector as a leader committed to racial and housing justice through advocacy for systemic change. Prior to joining Funders Together to End Homelessness as their CEO, she served as the CEO of Wider Opportunities for Women, a national advocacy organization. Currently, she serves as a board member of the United Philanthropy Forum, Equity in the Center, and the Washington Regional Association of Grantmakers. Amanda is a founding member and on the leadership team for the National Racial Equity Working Group on Homelessness and Housing and the National Coalition for Housing Justice. She also serves on the Leadership Council for the DC Partnership to End Homelessness.

The Alpert Group is a full-service real estate development and property management company that has been serving New Jersey, New York and Connecticut for over 50 years. The company has developed over 3,500 units of affordable and mixed-income rental housing and currently manages 2,500 units in New Jersey. Led by President, Joseph Alpert, an experienced developer known throughout the industry as a hardworking and thoughtful professional, the company has grown significantly under his stewardship and mission to provide exceptional communities for people of all incomes. Mr. Alpert’s steadfast commitment to community development has produced several transformative projects over the last 5 years and his strategic partnerships with cities, housing authorities, and non-profits throughout the tristate area has solidified his role as leading urban developer. Recent completions include Elmwood Square - a public housing to Section 8 redevelopment with The Plainfield Housing Authority: Walter G Alexander, I, II, III – a multi-phase redevelopment project with The Orange Housing Authority and The Orange Development Corporation; and Boston Way, a public housing redevelopment initiative with The Housing Authority of Asbury Park. In 2018, Mr. Alpert’s redevelopment project, Harvard Printing, a 128-unit mixed income, transit-oriented development in Orange, NJ received the prestigious New Jersey Future Smart Growth.

Alicia’s work and advocacy has helped identify existing barriers to housing people experiencing long-term homelessness and voucher recipients. Through this work, Alicia participated in a Community Based Participatory Action Research project as a Community Researcher, which resulted in the county developing a Landlord Incentive Program. She is currently a member of several Morris County Continuum of Care Committees, including the Executive Committee, Allocations Committee, Coordinated Assessment Placement System Committee, and the Advisory Board for People with Lived Expertise. Alicia also sits on the Board of Directors for Nourish NJ and completed the Garden State Leaders Advocacy Program. More recently, Alicia has worked with CSH as an intern, advising on the New Jersey Housing First work. Alicia has shared that “this work serving on these committees and boards has ignited a fire inside me and allowed me to find my voice. It is my mission to help others find theirs; through our stories and experiences, we can work together to help bridge this gap in the system.

Nadine Azari earned a B.S. Public Health degree from Rutgers University followed by an MPH degree from George Washington University. At Monarch Housing Associates, Nadine oversees the collection and analysis of the statewide Point-In-Time count. Nadine has also been tasked with creating a Data Strategy Plan to improve the homelessness data system, creating monthly and quarterly data dashboards to improve system and program performance and updating the current data infrastructure. Nadine aims to make the homeless planning system more data-driven, centering equity and people with lived expertise of homelessness.

Adenah Bayoh escaped the civil war in her native country of Liberia at age 13 and is now one of the most successful entrepreneurs in New Jersey. Adenah owns 7 restaurants in northern NJ, including Cornbread, an independent fast casual, farm-to-table, soul food restaurant, which she co-founded with fellow entrepreneur, Zadie B. Smith. Adenah is a successful real estate developer with several major residential and mixed-use urban redevelopment projects, and she has under construction a mixed-income residential building and an affordable housing project for seniors. Adenah holds a degree in Business Management from Fairleigh Dickinson University. In January 2015, she was appointed to the Federal Reserve Bank of New York Advisory Council on Small Business and Agriculture. She has been named to Ebony Magazine’s Power 100 list and NJBIZ’s Best 50 Women in Business list, and she received the Faces of Diversity Award from The National Restaurant Association Educational Foundation. Despite her numerous successes, her proudest achievement is being a mother to her 2 young children.

Regina Cannon serves as the Chief Equity & Impact Officer and VP of Housing Solutions at C4 Innovations and as the Director of the national initiative, REDI Initiative (Racial Equity Design and Implementation). She has dedicated her career to being a vocal, active leader fighting for equitable policies, systems, and institutions and addressing marginalization of people of color. Regina has more than 20 years of experience leading anti-poverty initiatives addressing homelessness, supportive housing, organizational transformation, criminal justice reform, community capacity building, and youth leadership development. She leads teams at C4 Innovations and for the U.S. Department of Housing and Urban Development (HUD) to embed racial equity principles in funding guidelines, housing policies, practices, and services. Regina conceptualized and launched a new HUD Initiative for Continua of Care focused on reimagining Coordinated Entry Systems that achieve racial justice and is now in the second round of that Initiative. She and her teams also work one on one with organizations and community coalitions across the country to develop strategic goals centered in equity and justice and accountability policies to ensure those goals are met. She delivers keynotes and racial equity workshops and is the host of the mini-podcast series, Morning Cup of Equity. Previously, Regina was Southeast Director for Corporation for Supportive Housing where she worked with communities to transform systems of care into data-informed and performance driven systems that provide safe, sustainable housing to those experiencing homelessness. She managed a large portfolio of initiatives across multiple sectors including Frequent User Service Enhancement (FUSE) Initiatives with health care and criminal justice partners, Moving On with public housing authorities, and Supportive Housing Development with non-profit organizations and local developers. Regina has developed and managed Mental Health and Drug Court programs as well as Restorative Justice Board programs for young adults engaged with the criminal justice system. Her work with youth and young adults is extensive. Regina created youth internships and trained youth in Kingian Nonviolence and Community Organizing across the United States and on the African continent. She was also an Assistant Professor at Bennett College and Adjunct professor at North Carolina A&T University.

Joel Cantor is a Distinguished Professor of Public Policy and the founding Director of the Rutgers University Center for State Health Policy. He is widely published on issues of health equity with a focus on health insurance markets and Medicaid. Dr. Cantor’s current research addresses the contribution of homelessness to healthcare disparities and the potential of supportive housing for mitigating those disparities.

Dr. Vic Carlson is the Chief of Homeless Services for the Department of Veterans Affairs in New Jersey. He is a Clinical Psychologist with over 40 years of experience developing mental health services in public service settings. He came to the VA 30 years ago to run their substance abuse treatment programs. He left the VA in 2001 to manage other mental health programs in the community. He returned to the VA 15 years ago to direct their vocational, residential, and housing programs for homeless veterans. Dr. Carlson has also been a member of the visiting faculty at the Rutgers University Graduate School of Applied and Professional Psychology, and was awarded their Peterson Prize in 2007 for “a sustained career in professional psychology that has contributed to the public good at the highest level of distinction.”

Nichele Carver, Senior Regional Advisor, US Interagency Council on Homelessness (USICH), has 25 years of experience leading teams in the mental health and homeless services sector. She led Virginia’s homeless services system through the COVID-19 pandemic and ensured access to safe shelter for people experiencing homelessness during the implementation of stay-at-home orders. During her tenure, Virginia decreased overall homelessness by 34% and was the first state to functionally end veteran’s homelessness. Nichele previously served as the co-chair of the Council of State Community Development Agencies’ national homeless committee, is a nationally recognized speaker on racial equity, and is committed to uplifting the voices of people with lived expertise. She was named one of the Virginia housing field's top 40 under 40. She has a bachelor's in psychology from Virginia State University and a master's in rehabilitation counseling from Virginia Commonwealth University.

Evan Cole is a Research Associate Professor in the Department of Health Policy and Management in the Graduate School of Public Health at the University of Pittsburgh. He also serves as the Research Director of the Medicaid Research Center within the University of Pittsburgh's Health Policy Institute. His areas of expertise are in Medicaid, primary care delivery, and insurance design. He has experience in claims-based research, policy analysis, and both quantitative and qualitative analysis. Previously, Dr. Cole was the Associate Project Director for Medicaid policy research at the Georgia Health Policy Center at Georgia State University, and was a population health fellow at the University of Wisconsin’s Population Health Institute.

Jorge Cruz is the Executive Director of LISC's New Jersey Office. As LISC-New Jersey’s fourth Executive Director – the local arm of the Local Initiatives Support Corporation (LISC) – Jorge serves as the lead market executive directing an estimated $22 million in annual commitments in grants, loans, equity investments and other forms of financing into target, low-income communities. Jorge brings nearly 30 years of executive and thought leadership in both the private and public sectors – with his work almost entirely focused on comprehensive, equity-driven neighborhood revitalization in economically distressed communities.

Rev. Eric Dobson is Fair Share Housing Center’s Deputy Director who joined as Director of Community Engagement in 2012. Assisting the Executive Director in all aspects of FSHC daily operations and strategic planning, Eric also focuses on development, advocacy and communication, policy, and coalition building in order to bring about racial, economic and social integration. Eric is an ordained minister, and holds a B.A. from Temple University in Religion. He has extensive experience working with diverse audiences and communities and specializes in interfaith outreach. He is the Co-Founder of Open Communities LLC, a racial integration consultant firm that works to resolve simple and complex conflicts of race, ethnicity and socio- economics. Eric also founded a non-profit focused on youth development and education, Planting Seeds of Hope, and in 2008 served as the PA Clergy Outreach Director for the Obama Campaign.

Jay is a Realtor® helping clients sell, buy, rent, and lease homes across New Jersey. His previous work with Continuums of Care helped lead to a partnership between his Keller Williams brokerage and Mental Health Association of Monmouth County, which engages Realtors® and landlords to lease-up more households experiencing homelessness.

Ewa Farry is the Administrative Director of Adult Programs at the Mental Health Association of Monmouth County, where she manages Housing Navigation, Projects for Assistance in Transition from Homelessness (PATH), Community Support Services, MHA Social Services, the Red Bank Resource Network, and the Financial Success Center. For 15 years, she has developed housing, finance, and case management programs that help consumers with severe mental health conditions obtain affordable housing and achieve personal fulfillment. Kayann Foster is the proud and busy mom of 4 daughters and 1 son. She serves as the Community Engagement Coordinator at CUMAC, an anti-hunger organization that uses trauma-informed strategies to empower the community through food. She is a Community Health Worker and certified to present the NJ curriculum on Adverse Childhood Experiences and Creating Self-Healing Communities that was created by the NJ Office of Resilience. Her passion is to empower others by helping them understand and heal from trauma such as homelessness and poverty.

MaryBeth “Beth” Gonzales is the Deputy Director, Policy, Planning and Performance Management for the Office of Homeless Services (OHS) in the City of Philadelphia. She is responsible for driving the architecture of OHS’s work to maximize efficiency and effectiveness in Philadelphia’s continuum of care by mobilizing resources, driving change and creating value for providers and the people they serve. Beth has worked in government, the private and nonprofit sectors and higher education implementing policies and programs that drive outcomes and impact. She loves to blend leadership development, philanthropy, data analytics, and creativity to address serious and complex societal problems. Beth holds a BA from Howard University, a Master’s in Counseling Psychology from New York University and an MPA in Public and Nonprofit Management and Policy from New York University.

Nancy Holland, Housing Acquisition Manager, joined Merchants Affordable Housing Corp. as a Housing Acquisition Representative with the HomeNow Indy Initiative in November of 2020. As a part of the Housing Acquisition Team, she develops landlord relationships to identify and secure rental housing units to be leased by participating households and maintains the relationships through ongoing landlord support. Nancy has helped the HomeNow Indy team house over 370 formerly unhoused individuals within an approximate 18-month time. Nancy brings over 8 years of marketing management with a national association where she was responsible for branding and positioning strategies. Nancy also has previous experience as a property manager for section 8 housing and her own childhood experiences with evictions and homelessness sparked a passion to create a charitable nonprofit that provides street outreach for the unhoused.

Mr. Vincent Kane was appointed Director for the VA Medical Center, Wilmington in May 2017. Wilmington is a level 2 complexity facility serving more than 35,000 Veterans throughout Delaware and southern NJ. Prior to this appointment he served as Interim Associate Director for Operations at Wilmington VAMC. Other prior assignments include Special Assistant to the SECVA, for which he helped VA resolve litigation, advanced a new master plan for the GLA campus to include enhanced clinical services and housing for homeless Veterans while developing plans to prevent and end Veteran homelessness. Mr. Kane also served as Associate Director at Lebanon VAMC, the National Director of the VA National Center on Homelessness among Veterans and VHA’s Executive Officer for Mental Health Services. He has published in peer review journals on issues related to mental health, homeless and improving the Veteran Experience. He is a recipient of a Samuel J. Heyman Award and the John D. Chase Award for Executive Excellence. He received the 2022 Thomas Wynn Sr. Memorial Award for Lifetime Achievement from the National Coalition for Homeless Veterans. A graduate of Bryn Mawr School of Social Work and Social Research, Mr. Kane has more than 30 years of experience as a clinician, educator, and administrator.

Raquel Kooper is a Monarch Housing intern, mother of 3 beautiful children and a NJ native who has experienced homelessness. Raquel commits a lot of time to bettering her community on a CoC level as a member of her local, Morris County, NJ CoC Allocations Committee, Strategic Planning Committee & Advisory Board Committee. She is a firm believer in the power to fight for change and not stop until she succeeds. She is centered and intent on building compassion, disrupting status-quo systems, and helping to guide the transformation of the homeless system. Leveraging her own experiences, she advocates to amplify the voices and empower others to realize the life they envision for themselves.

James Mathy is the Administrator of the Milwaukee County Housing Division. James administers Milwaukee County's various housing programs to include the Milwaukee County Housing Authority, HOME and CDBG, homeless programs and real estate development. James is the author of Milwaukee County's Plan to End Chronic Homelessness and has over 25 years of experience in housing and mental health. James holds a Master's Degree in Public Service from Marquette University.

Ashley McLeod is a senior program director for the Equitable Path Forward Initiative at Enterprise Community Partners. Equitable Path Forward is a five-year, $3.5 billion nationwide initiative to help dismantle the legacy of racism in housing. This includes what types of homes get built, where they're built, who builds them and the wealth that they generate. Prior to joining Enterprise, Ashley was the Director of Pre-Development at the City of Detroit in the Housing and Revitalization Department. In her four years with the City of Detroit, she was a leader in real estate strategy, real estate affordable housing finance and also strengthened internal processes and operations. Prior to working at the City of Detroit, she was a Consultant at Boston Consulting Group (Detroit Office) and an Environmental, Health and Safety Leader at General Electric Energy. Ashley holds a bachelor’s degree from the University of Michigan in Civil Engineering and a Master’s in Business Administration from The Wharton School at the University of Pennsylvania. She enjoys exploring Detroit, playing tennis and travel.

Tanika Moss, a mother of four and the full-time care coordinator at the Heart of Hannah Women's Center in Clifton, New Jersey, also works part-time as the parent liaison for the Paterson Board of Education. She will be graduating school in December 2022 with a degree in Human Services. She is a survivor of PTSD and domestic abuse which contributed to her eventual homelessness. She's spent a lot of time navigating the homeless system while living in shelters with her children in an effort to find affordable housing. After a difficult journey, and a complex system, she had the good fortune to be eligible for a COC Housing Voucher for her and her family. She joined the Passaic County Interagency on Homelessness (PCICH) in 2014 and was chosen executive vice chair of that same board in 2020 as a person with lived experience. In 2021, she was tasked with the responsibility of establishing the Passaic County Lived Experience Advisory Board. She has supported and advocated on behalf of the homeless community for the last 8 years and will continue to serve and stand in the gap for the most vulnerable people in our community.

Katharine Nelson (Katie) is Director of Research at the Housing Initiative at Penn (HIP). Her work focuses on racial equity in housing, housing finance and community development. Her primary research interests include FHA-insured mortgages and racial divides in mortgage markets, housing finance and extractive practices in neighborhoods of color, the growth of institutional investors and single-family residential real estate, and gentrification and public school funding. Katie has significant experience in Geographic Information Systems (GIS) and a passion for spatial-analytical methodologies. Her work has been published in Housing Policy Debate, the Journal of Urban Affairs, and the Journal of Education Policy. Katie received her doctorate at the Bloustein School of Planning and Public Policy at Rutgers University. Katie was also Senior Research Fellow at the Center for Law, Inequality and Metropolitan Equity (CLiME) based in Rutgers, Newark. Her dissertation, FHA and the Dual Mortgage Delivery System in Philadelphia, was awarded the Association for Public Policy and Management's (APPAM) prestigious PhD Dissertation Award in 2022. Prior to her doctoral work, Katie worked at the Reinvestment Fund, a community development finance institution based in Philadelphia. She worked on a small close-knit team developing PolicyMap, a national web-based data and mapping application now widely used by government, universities, nonprofits, and policy organizations.

Kathe Newman is a Professor in the Urban Planning and Policy Development Program at the Edward J. Bloustein School of Planning and Public Policy and Director of the Ralph W. Voorhees Center for Civic Engagement.

Eileen O’Donnell has been the Executive Director of Coming Home of Middlesex County, Inc. since 2011. Coming Home is the coordinating body for all entities working to serve persons who are homeless and to end homelessness in the County. Eileen spent 20 years of her career as a health care lawyer and policy analyst and made a career change in 2011 to obtain her MSW and focus on social work. Coming Home has constructed a system of coordination among the social service providers in the County and a community-based case management program for those not eligible for, or diverted from, shelter; administers the countywide HMIS; partners with affordable housing developers to create homes for those without, and has forged collaborations with the health care payor and health care delivery systems and is passionate about focusing attention on the social determinants of health in order to provide people equal opportunities to make choices to live healthy lives.

Bobbin Paskell currently serves as the Chief Operating Officer at Coming Home of Middlesex County, with a 26 year career dedicated to working with vulnerable populations in the area of housing and homelessness, child welfare, domestic violence, and disabilities. In addition to serving as the Middlesex County HMIS System Administrator, Bobbin provides case management supervision to the agency’s team of social service navigators, as well as community-wide training on HMIS, data quality, housing problem-solving, and CoC programmatic technical assistance. As the chair of the Coordinated Assessment Leadership Team, Bobbin has led the design and implementation of the community’s Coordinated Entry project, most recently evaluating and redesigning the way in which services are accessed in the County, with a focus on being more responsive to the needs expressed by individuals experiencing homelessness and direct service providers and other stakeholders. Bobbin holds a Masters in Social Work from Rutgers University and resides in Monroe Township (as a newly “empty nester”). In her free time, she enjoys road trips, photography, hiking, and other outdoor activities.

My name is Theresa Pringle, known as Ms. Pringle. I have certifications, received awards, and have news articles relating to and about me on various areas of homelessness, but that’s not important. What is most important for you to know about me is that through the many trials and tribulations of various levels of homelessness seen and unseen and closed doors that come with the title of residents without addresses I have made a forever commitment to fight. I fight through advocacy, hands-on service, and the generation of proactive solutions for those individuals and families without a lease and key with their names on it to be the voice of service through opportunities like these a real time chance for folk to get on their feet and stay on their feet. Jessica Preheim, Vice President of Strategic Planning & Public Affairs, joined the Coalition in 2020 and brings more than 15 years of experience in homeless services, public housing, and public facility management to our organization. Her work at the Coalition will focus on developing and coordinating strategic responses to homelessness across the local Continuum of Care, including the integration of mainstream services. Prior to joining the Coalition, Jessica served as Senior Advisor for Homelessness for the City of Houston Housing and Community Development Department; Texas Senior Program Manager at CSH; Senior Programs Manager for Homeless Initiatives at the Houston Housing Authority; and administered HUD funded housing programs in Erie County, New York.

Angela P. Randall is the Director of Planning and Homeless Services with Community Planning & Advocacy (CPAC) where she supports the Southern New Jersey Continuum of Care with planning and policy direction, best practices, and using data to drive an end to homelessness. In addition to CPAC, Angela provides Housing Counseling Services as she works with Parkside Business Community in Partnership (PBCIP). Previously, Angela worked at Volunteers of America Delaware Valley https://www.voadv.org/stories/hero-homeless where she provided leadership and training to staff as they provide housing and supportive services to vulnerable populations to maintain their housing. She has dedicated more than 15 years in the field of Human Services across several states working with community-based organizations, public entities, non-profit, healthcare organizations, and most importantly closely with those who have and are experiencing challenges with housing, medical, and mental healthcare. She received her Master’s Degree at Rutgers Camden Graduate School.

As Invest Newark’s CEO, Randolph leads an organization whose mission is to advance economic prosperity for all Newarkers through supporting business growth, developing real estate, and working to ensure affordable and reliable high-speed internet for all who desire it. Providing opportunities for others to flourish is a goal he has upheld throughout his career. Randolph joined Invest Newark after serving as an Executive Director of Chase Community Development Banking where he worked to grow and revitalize neighborhoods in NJ and NY. Earlier in his career, he was a VP of Development at the NYC Housing Development Corporation and a Senior Loan Officer at the Low-Income Investment Fund. Randolph has closed over $1B in financing that has resulted in the construction or rehabilitation of thousands of affordable housing units and the creation of hundreds of charter school seats. Randolph serves on the boards of Greater Newark LISC and Monarch Housing Associates. He is passionate about helping communities of color close achievement gaps in wealth creation, educational outcomes, and business success. Randolph grew up in NJ and resides there with his wife and 3 children. He holds a bachelor’s degree in Marketing from Hampton University, an MBA from Northeastern University, and a Master of Divinity degree from Virginia Union University.

Ana Rausch, Vice President of Program Operations, Coalition for the Homeless, has more than 22 years of experience in project management and system change implementation. Ana currently serves as Vice President of Program Operations for the Coalition for the Homeless, the lead agency for the TX-700 Continuum of Care (aka The Way Home). In this role, she leads the agency’s HMIS & Program Ops Teams and has led in the development and operations management of The Way Home’s Coordinated Access system. In addition, Ana has spearheaded the revised and improved methodology used during the CoC’s Homeless Count. Ana is originally from Brazil and lives in the northwest Houston area. She has presented at conferences at both state and national levels and holds both a bachelor’s and master’s degree in psychology.

Steve Schoch, AIA, LEED AP is Principal and Director of Housing for New Jersey’s leading multidisciplinary design firm, Kitchen & Associates. Since he first joined K&A in 1984, Steve has been either the Lead Designer or Principal-In-Charge for residential development projects surpassing 50,000 units. Of that total, approximately two-thirds are ‘affordable’ homes – developed specifically for individuals and families with low-to-moderate incomes. His work is regarded as among the best examples of design for the disabled, and is held up as an example of excellence on a national level. He is known for integrating Supportive Housing in projects of all sizes and scales, and his influence as an advocate has helped institute fundamental changes in the NJ regulations that allocate funding for affordable housing – giving projects that integrate Supportive Housing into their communities a competitive advantage.

Maisha Simmons is the Senior Director of New Jersey Grantmaking at the Robert Wood Johnson Foundation. The largest philanthropy in New Jersey and the largest focused on health in the nation, RWJF works alongside others to build a national Culture of Health that provides everyone in America a fair and just opportunity for health and well-being.

Greg Stocking is the Vice President of Rental Assistance Programs for Merchants Affordable Housing Corp. and serves in a leadership role of the HomeNow Indy Initiative. He oversees HomeNow Indy’s housing acquisition, program management, barrier-busting fund, and housing navigation components. He also leads the team administering Emergency Solutions Grant (ESG-CV2) as part of Indianapolis’ Rapid Rehousing response to COVID-19. Prior to joining HomeNow Indy, Greg oversaw federal housing and grant programs on behalf of the Indiana Housing and Community Development Authority and the City of Indianapolis including Balance-of-State Housing Choice Vouchers, Project-Based Section 8, HOME TBRA, and other rental assistance programs targeted to at-risk populations. Greg currently serves as the liaison between the Indianapolis Continuum of Care and Indianapolis Housing Authority for Emergency Housing Vouchers (EHV) and oversees the administrations of the EHV Services Fees. He holds industry certifications in public housing administration, financial management, fair housing, and inspections.

Michael Telesford, Senior Community Investment Officer, Metro Region, has significant real estate development finance and project management expertise. As a Senior Community Investment Officer for CSH, Mr. Telesford underwrites acquisition and predevelopment loans for supportive and affordable housing developments in the Metro Region, focusing on the New York City area including New Jersey and Pennsylvania. Mr. Telesford’s duties include project feasibility analysis, evaluation of organizational and development team capacity, negotiating and structuring loans to meet borrower needs within the framework of CSH’s strategic priorities and credit policies, presentations to CSH’s credit committees and to professional organizations, originating and underwriting new supportive housing transactions and working with key stakeholders throughout in Metro Region markets to enhance coordinated supportive housing policies and create high-quality project pipelines. Prior to joining CSH, Mr. Telesford was a Sr. Project Manager for HELP USA, Inc. nonprofit developer in New York City. Mr. Telesford also served as Project Manager at New York State Housing Finance Agency, the state bond agency. Mr. Telesford holds a Master’s degree in Public Finance from the Fairleigh Dickinson University, and a Bachelor of Science in Business Management from Fairleigh Dickinson University.

Luis Ulerio was appointed by Mayor Ras J. Baraka as the Homelessness Czar for the City of Newark. In this role he leads the Mayor's Office of Homeless Services (OHS) and oversees new initiatives and projects that aim to end homelessness in the City. Earlier this year, Mayor Baraka charged the OHS with developing a Homelessness Strategic Plan for the City of Newark. Through the planning process, Luis is engaged with consumers, community partners, business leaders, and stakeholders to help shape key recommendations for this plan. Born and raised in Newark, Luis has over 13 years of experience leading housing and homeless programs and initiatives. He is the former Director of the New Jersey Housing Collaborative, a statewide housing initiative formed in 2017 by the New Jersey Department of Health to address homelessness for People living with HIV. Previously, he managed various supportive housing programs in Newark as the Director of Housing for the AlDS Resource Foundation for Children and led several housing initiatives and programs during his tenure at the Newark Housing Authority. during his tenure at the Newark Housing Authority. He currently serves on the Executive Board of the Essex County Homeless Continuum of Care (CoC) and is a member of the Essex County Homelessness Trust Fund Task Force.

Ivan is a Chinese-Hispanic Jew, the Weibejas Beekeeper, a community activist for social, food and environmental justice and a team member of The Wei LLC, a social enterprise which provides marketing products and support to non-profit groups and small businesses. He earned degrees in Horticulture and Business Administration at Bergen Community College. While there, Ivan recharted the college’s NAACP chapter after 15 years of dormancy and grew it to 90+ members before moving on to get his B.A. in Environmental Studies at Ramapo College. Ivan was elected to serve as the New Jersey State NAACP Youth and College Division President from 2013-2015. Ivan is an Al Gore trained Climate Reality Project Leader and chairs the CRP’s New Jersey Gateway chapter’s Environmental Justice (EJ) Committee. He is a fellow of the New Jersey Environmental Justice Alliance’s EJ training series and a founding member of Fair Lawn's community garden and the Sustainable Jersey Bergen Hub. Ivan is also a fellow of the NJ Learns program of the Cloud Institute for Sustainability, the Geraldine R. Dodge Foundation and Sustainable Jersey; and a member of Monarch Housing Associate’s Statewide Advisory Board.

Zakiyyah Wilson is a New Jersey native and mother of 3 amazing children. She serves on the Board for Monarch Housing. She is also a licensed real estate agent with a commitment to helping others in need and an advocate for the homeless and under serviced population.

Randall M. Wood began his tenure as the Executive Director of the Housing Authority of Plainfield (HAP) in 2006, after 18 years of experience with HAP he also fulfills the roles of Secretary-Treasurer of the Authority. Mr. Wood’s prior experience with HAP includes Section 8 Interviewer and Inspector, General Housing Manager, Maintenance Superintendent, and Executive Assistant. The Housing Authority oversees two other important arms of its organization, Premier Community Development Corporation (PCDC), a 501- © (3) non-profit entity, and the Plainfield Housing Finance Corporation (PHFC), a non-profit instrumentality. Mr. Wood serves as the CEO of PCDC and the Secretary-Treasurer of PHFC. Mr. Wood oversees 353 Public Housing units and reports to a seven-member appointed Commissioner Board. Additional programs and initiatives Mr. Wood is responsible for are, Tax Credit Property Development and contract administration, Shelter Base Plus, Housing Choice Vouchers, Family Self-Sufficiency Program, Capital Grant Programs, Energy Performance Contracting, Congregate Housing Program, and the Neighborhood Stabilization Program (NSP). He also works with two resident Associations; Elm-West Resident Association, and the Richmond Towers Resident Association and serves as Executive Board Senior Vice-President for the New Jersey National Association of Redevelopment Officials. The mission of HAP is to continue to develop resources to enhance Plainfield’s’ low and moderate income and senior communities, by collaborating with our network of community service providers and other public agencies to better serve our community under the Affordable Housing Federal, State, and local housing initiatives, and to enhance home ownership opportunities for income eligible residents.
